They can get something called juvenile acne, a trip to the vets should clear it up.

It most likely is acne and can be treated easily by using glass or metal food bowls rather than plastic and wash them regularly. If it causes the dog irritation or seems painful, then wash it daily with antibiotic soap, then use a little hydrogen peroxide, followed by a topical antifungal or antibiotic ointment.
My Doberman Had the same problem. My vet said that it will usually clear up with age. She also said to wash her chin with Dial soap every day to help prevent the acne. There are medical treetments you can get from your vet also. The Dial Soap thing worked for my baby girl. Hope this helps
